Virtual Power Plant Readiness in 2026: Build the Record Before the Revenue Model
How energy teams can document DER inventory, metering, utility coordination, and regional market requirements before discussing aggregation economics.
Virtual power plant readiness depends on physical assets, controls, metering, interconnection, utility coordination, and regional rules. A responsible review records those dependencies first and treats market revenue as conditional rather than guaranteed.
1. Start with the assets and operating boundary
List the distributed energy resources under review, the owner or aggregator, location, operating constraints, control interface, availability assumptions, and the service being evaluated. Solar, storage, flexible building loads, and electric vehicles may participate in different ways, but the label alone does not establish eligibility or performance.
2. Make metering and coordination explicit
FERC’s Order No. 2222 materials identify aggregation size, location, distribution factors, metering, telemetry, information exchange, and coordination among the RTO or ISO, aggregator, distribution utility, and retail regulator as important subjects. Capture the evidence for each one and mark unresolved items rather than filling gaps with assumptions.
3. Review the applicable region instead of using one national rule
Implementation timelines and tariff details vary by RTO and ISO. A 2026 review should record the current regional filing or tariff, the relevant utility process, the market role, and any retail-program or double-counting constraint. A national policy headline is not proof that a particular asset can enroll.
4. Position PDR as the documentation layer
PDR Delta can help organize asset records, source links, review ownership, open questions, and approval status in a protected commercial workspace. It does not enroll assets, submit market bids, dispatch devices, measure performance, or promise revenue.

Frequently asked questions
Does the magazine determine a company’s tax treatment?
No. The magazine provides general workflow and source-context information. A company should obtain advice from its own qualified tax and accounting professionals before relying on a classification or filing position.
Does an estimated avoided-emissions metric represent a verified offset?
No. A PDR client-visible metric is a calculated estimate available only when the relevant methodology and review gates permit it. It is not an independently verified offset, certification, or assurance conclusion.
Does the magazine disclose operational locations or raw telemetry?
No. The magazine and public client experience intentionally omit protected operational references, location data, raw telemetry, and restricted operational details.
